Resumo:

Este estudo visa estabelecer uma relação entre a missão atribuída às Bibliotecas Públicas pelo Manifesto da UNESCO e os níveis de intervenção actualmente desenvolvidos pelas Bibliotecas da Rede Nacional de Leitura Pública ao nível da educação e informação para a cidadania (vulgo educação cívica).

O estudo procede, numa primeira parte, a uma sinopse das principais valências da Biblioteca Pública no combate à iliteracia nas suas diferentes formas, à exclusão e info-exclusão, assim como às responsabilidades que geralmente lhe são atribuídas no self-learning e no life long learning, ou em funções mais exigentes de transformar a informação em conhecimento procurando dar resposta às necessidades da sociedade pós-industrial (a que se convencionou chamar de Sociedade de Informação e do Conhecimento).

Numa segunda parte, procede-se à análise dos resultados de um Inquérito que lançámos a 142 unidades em funcionamento. Este questionário pretende fazer uma avaliação do tipo de serviços e das acções habitualmente desenvolvidas nas unidades com vista à promoção de competências para o exercício de uma cidadania activa.

Abstract:

This study aims to establish a relationship between the purpose of Public Libraries, as established in the UNESCO Manifesto, and the degree of intervention presently undertaken by the Libraries within the Public Reading National Network, at the level of education and information for citizenship (alias civic education).

In the first part, the study establishes a synopsis of the major capabilities of the Public Library when addressing illiteracy in its various forms, exclusion and info-exclusion, as well as of the responsibilities that are usually attributed to them in terms of self-learning and life-long learning, or in the even more demanding task of transforming information into knowledge, thereby fulfilling the needs of a post-industrial society (commonly called Information Society or Society of Knowledge).

In the second part, the results of an Inquiry applied to 142 units are analysed. This Inquiry attempts to evaluate the type of services and actions usually undertaken in these units with the objective of promoting competences for the exercise of an active citizenship.
